COVID-19 has created unprecedented challenges for small and medium-sized business owners and managers. While we're still learning what the true economic fallout of this pandemic will be, one thing is clear: companies that want to survive, and even thrive, need to double-down on efforts to manage cash flow. That means finding ways to deal with big-ticket expenses such as rent, contracted services and wholesale orders.
Should you try to negotiate a rent reduction? One of the obvious strategies in light of the pandemic-related restrictions on businesses is to try to negotiate a rent reduction. This provides immediate financial relief, giving you time to reconfigure your business in a way that meets the current economic realities. When deciding whether to seek a rent reduction or rent deferral from your commercial landlord, consider the following: Who owns your building? Is it a private investor, a property developer or a commercial investment firm? Understanding the short and long-term goals of your landlord will help you know whether they're likely to accept a reduced rent or rent deferral arrangement. What has your relationship been like with your landlord? If you're a good tenant with a positive tenant-landlord relationship, chances are good your landlord will want to work with you. On the other hand, if the relationship has been rocky, don't be surprised if your landlord uses COVID as an opportunity to terminate your tenancy. What are your long-term business plans? Even if you're unable to pay your full rent right now, you may be able to negotiate reduced or deferred lease payments with your landlord in exchange for extending your lease. From the perspective of the landlord this may be a better option than loosing you as a tenant, which means they'll have to try to recruit another tenant — that's not something most landlords want to do during a recession. During the recession of the 1980s, commercial property vacancies nationwide skyrocketed from 4.9% to a staggering 18.9%, so there's good reason for your landlord to want to retain their existing tenants. Can you enter into an income-sharing agreement? Rather than thinking of your landlord-tenant relationship as an us-vs-them situation, consider proposing an income-sharing agreement. This arrangement involves paying a percentage of gross revenues rather than a set rental rate, and it's commonly used in the agricultural industry where the landowner crop shares with the tenant farmer. Not only can this type of agreement help you stay in business, but it can also align the goals of all parties involved. What about vendors?Rent or lease payments aren't the only big-ticket expense that many businesses can't afford during COVID-19 — a number of companies are unable to meet their contractual obligations to their vendors. Whether or not you should try to renegotiate vendor contracts depends on a number of factors, including if your contract contains a Force Majeure clause. A Force Majeure is an extraordinary event or set of unforeseen circumstances that prevent one or more parties to a contract from fulfilling their contractual obligations. If the right conditions exist, the contract will be temporary suspended for the duration of the event that triggered the Force Majeure clause, and in some cases, one or more parties may be entitled to compensation. Even if your contracts don't contain a Force Majeure clause, you should be proactive by starting a conversation with your vendors about how COVID-19 has impacted your business. Given the global nature of this crisis, everyone has been impacted, so chances are good your vendors will be open to working out a plan that is viable for everyone involved.

Story From The Port of Hueneme FIND OUT MORE AT PORTOFH.ORG 2018 and 2019 were record-breaking years for the Port of Hueneme’s cargo growth. In FY19, it handled 1.65 million tons of cargo, a 3.3% growth from the 1.60 million tons of cargo handled in FY18. A NEW ERA OF MODERNIZATION The future course of the Port is set for positive growth and maritime innovation, with approximately $45 million worth of modernization projects in the queue over the next few years. These efforts will streamline and improve cargo operations and add well above 500 new jobs to the local economy. Projects include deepening the Port, which will allow ships to more easily maneuver into the harbor. The sand from the dredge will renourish local beaches to guard against erosion issues – a win-win for the community and the Port. A CLEAN, GREEN PORT The Port has effectively reduced air emissions by about 85% since 2015 and is ushering in a new era of green power and technology. The Port is working on the infrastructure to fully electrically power its first hybrid mobile harbor crane and two new electric cargo moving trucks. Its Environmental Management Framework (EMF) helps guide the integration of sustainability into the Port’s day-to-day operations. This document sets strategic action plans in the areas of air quality, marine resources, soil and sediment, water quality, energy and climate change. Working with the Ventura County Air Pollution Control District (VCAPCD), the Port is developing a clean air plan. Called PHRESH (Port of Hueneme, Reducing Emissions, Supporting Health), it will assess and address the Port’s emissions, air quality requirements and goals. The Port was the first in California to earn the Green Marine Certification (an international third party validating organization) and was named the Greenest Port in the U.S. at the Green Shipping Summit in 2017. In 2020, the Port received California Green Business Network Certification. COMMITTED TO COMMUNITY The Port is highly engaged in the community. Story From Oakwood Communities VISIT WAGON WHEEL | 805-278-4888 | LiveAtWW.com For the past decade, the Wagon Wheel area of Oxnard has been going through an extreme makeover. Gone are the empty buildings and dirt roads. It has since been replaced with apartments, homes, and the aptly named Wagon Wheel Park. Oakwood Communities, the developer behind the Wagon Wheel master-planned community, is not done yet. The first construction project was the most important one: Wagon Wheel Family Apartments. Part of the affordable housing program, these were first offered to the original residents of the Wagon Wheel mobile home park. Of those who remained, the progress they have seen went from uncertainty to comfort and finally, to enjoyment. Oakwood Communities has taken great care in preserving historic elements of Wagon Wheel. The Wishing Well, for example, was recreated using bricks from the original Wishing Well from 1948. The most asked-about elements are the neon signs, specifically Wagon Wheel Bowling signage. Due to its proximity to the 101 freeway, people near and far appreciated the sign’s retro look. The signs are constantly featured on websites and blogs about Americana signage that once was. Because of their significance, these historic elements will be publicly displayed. Wagon Wheel Park opened in mid-2019. The award-winning park was designed with picnic areas, gazebos and walking trails. The modern playground provides an outlet for play. WELCOME HOME! The area is move-in ready with many projects still underway.
WHAT’S NEXT? Oakwood Communities is expanding Wagon Wheel Park by adding dog parks, a basketball court, pickle ball courts, sand volleyball court, and an inclusive ADA tot lot. A craft brewery with a tasting room and restaurant is also underway. But perhaps the most anticipated project is the Wagon Wheel Bowling alley, due to open in 2022. It will feature some of the original hardwood lanes and signage. Bringing nostalgia and entertainment, it will include a restaurant and bar, private event space, an arcade and theater lounge.

Even in the midst of the COVID-19 pandemic, the Oxnard Chamber continues working for its members and positive economic development in Oxnard. The Chamber has taken a strong stance against the city's proposed increase of its Development Impact Fees, which will be discussed by the Public Works and Housing and Economic Development Committees on Tuesday, April 28. If passed, Oxnard's fees for single family dwellings and commercial office development would be more than double the fees in Ventura and Camarillo. Already, our economy is in a freefall due to the COVID-19 pandemic and we have ongoing crises for affordable housing and homelessness. The proposed fee increases will exacerbate those housing-related challenges. Regarding commercial office space, there is bound to be a substantial softening in the market in the coming months and years as we recover from the pandemic. The Chamber feels any increase in Oxnard's fees would inevitably lead business development to our neighboring communities. In the Chamber's letter to the Public Works Council Committee, the Housing and Economic Development Committee, and Jeff Lambert, Community Development Director for the City of Oxnard, Chamber leadership stated that it believes that local government must be fiscally balanced: "We are not advocating the Community Development Department be subsidized by the general fund. If our neighboring communities can provide development services for substantially lower fees, perhaps we should research how they accomplish that. We urge you not to move forward with the proposed fee increases at this time." LOCAL UTILITIES Clean Power Alliance (CPA): CPA's Board of Directors approved a new $1 million COVID-19 Relief Program, which provides bill assistance to customers, including small businesses experiencing economic hardship due to COVID-19. Our impacted small business customers will be eligible for a one-time $50 bill credit by signing up for a payment plan through Southern California Edison (SCE) by calling 800-655-4555. The day began at the Ventura County Government Center with a comprehensive overview of California's government structure from Cady. John Zaragoza, 5th District Supervisor for Ventura County, explained how the Board of Supervisors collaborates to work on behalf of the county. The afternoon was focused on the City of Oxnard. Oxnard Mayor Tim Flynn welcomed Oxnard Leadership Participants. He talked about how he became passionate about public service and the path that led him to become mayor. He also discussed challenges the city has faced and what they are doing to address them. Oxnard City Manager Alex Nguyen discussed the quality team that has been put together to tackle Oxnard's biggest challenges including homelessness, housing, and economic redevelopment to revitalize the community. He also discussed the Oxnard Employee Pipeline. Jeff Lambert (on the right), Director of Development Services, City of Oxnard, closed the day with a discussion about current and future projects in the city, including important updates on how the city is streamlining its permitting process. This year marks the next census. Beginning on Census day, April 1, 2020, and running through the end of July 2020, we have the opportunity to impact the future of our community for the next 10 years. Census data is used to evaluate each state, county, and community in a variety of ways. From an impact on infrastructure to an impact on local businesses, it is important that we all participate in the upcoming census. Ventura County has been identified as the 59th hardest-to-count county. Meaning that we are likely to be under-counted and therefore underrepresented and underfunded in the years to come. For every person that goes uncounted, it equates to approximately $2,000 per year in social safety-net benefits that go to fund things such as emergency services, infrastructure, improving schools, healthcare access for infants and children and many other essential social services our community relies on. The census does not only impact us personally but can have a significant impact on the business community. It is important know that an accurate count is vital to funding for rural business and industry development, job training programs, and other employment programs that impact the economic growth in our county. Census data is regularly used by businesses, developers, and economists to evaluate expansion, and new business ventures within our region. So we want to be sure that our community’s count represents the growing, thriving people we call family, friends, and neighbors. Additionally, the decennial census data will be utilized to determine the number of votes California has in the electoral college, the number of representatives in the House of Representatives and to potentially redraw State Assembly and Senate district lines. As we all know, having elected officials who believe in our community and support local businesses is important to our continued and future success. By Chamber CEO Nancy Lindholm Transparency in government is paramount. The more the citizenry believes its best interests are a top priority of elected officials, the more confidence it has in local government. The City of Oxnard placed Measure B on the March 3, 2020, ballot to assure the utmost transparency. The measure will limit the mayor and council members to three four-year terms and impose strict campaign contribution limits. Measure B also will prohibit elected officials from accepting gifts from lobbyists and city contractors. It also requires the city to post monthly financial reports on its website, as well as information on high-ticket city contracts. The Chamber's Board of Directors reviewed Measure B prior to the city council placing it on the March ballot and voted to support it. That's how the Class of 2020 Oxnard Leadership Program participants kicked off their first session of the year. The group of 12 went behind-the-scenes for a daylong exploration of the City of Oxnard’s public safety services, including meeting with city’s 21st Chief of Police Scott Whitney, a tour to one of Ventura County's main jails, a tour of Oxnard Police Department, a presentation on police use of body cameras from Community Service Officer Corina Gardner, and a tour and demos with the Oxnard SWAT team. She has been on the Oxnard Chamber Board of Directors since 2015 and is Senior Director of Community and Government Relations at California State University Channel Islands (CSUCI). Here are five things to know about Celina.
1. She is a home-grown leader. Celina grew up in Oxnard’s La Colonia neighborhood and went to Channel Islands High School where she was on the dance drill team. She is the daughter of migrant farmworkers who worked in our local fields. Celina was born in Michoacán, Mexico and came to the United States at age 3. Both her father and grandfather were a part of the Bracero Program from 1942-1964, which brought millions of Mexican guest workers to the United States 2. She’s an advocate for higher education. Celina was the first in her family to go to college, graduating from UCSB with Bachelor of Arts degrees in Spanish literature and Hispanic civilization. She studied abroad in Cuba, China, the Czech Republic, Hong Kong and England. 3. She didn’t always work in education. For 25 years, Celina enjoyed a career in mortgage banking at GMAC Mortgage, Wells Fargo and Cabrillo Economic Development Corporation. She joined CSUCI in September 2007 as Senior Director of Community and Government Relations and is responsible for advancing the University’s positive presence and goodwill locally, nationally and internationally. 4. She’s an award-winning community leader. Celina’s contributions to the community have resulted in numerous accolades, including the Pacific Coast Business Times’ 2018 Latino Leadership Award, 2012 Top Latina in Higher Education Award and 2006 Top Woman in Business; the Oxnard Chamber's 2016 Distinguished Citizen, 2011 Chairman's Award of Excellence and 2007 Woman of the Year; and the American Red Cross’ 2007 Diversity Ambassador. 5. She is active throughout the community. Celina is Chair-elect of the Camarillo Chamber of Commerce, is on the Moorpark Chamber of Commerce’s Board, and was Chair of the Board of the Simi Valley Chamber of Commerce.
